Ministry of ICT & National Guidance UGANDA MEDIA CENTRE CABINET DECISIONS TAKEN ON JULY 13, 2026, AT STATE HOUSE, ENTEBBE PRINCIPLES FOR THE PLANT MACHINERY AND VEHICLES MANAGEMENT BILL, 2026

Currently, the legal framework governing Plant, Machinery, and Vehicles (PMVs) is scattered across government agencies, creating duplication of roles and responsibilities in implementing and enforcing activities under Plant Machinery and Vehicle Management.

The Government is proposing to have professionals in this field under a competent team within the Ministry of Works and Transport to handle these issues.

The proposal is to draft a Bill on comprehensive regulation and governance of the modernized Plant, Machinery, and Vehicles Management System by instituting unified governance, adopting modern technology, and implementing vehicle lifecycle management reforms.

The framework for the vehicle lifecycle management of government-owned Plant, Machinery, and Vehicles will cover:

Acquisition Deployment Operation Maintenance Monitoring Reallocation Enhancement Disposal Replacement

It will also provide standardization to enhance safety, efficiency, and sustainability, and establish criteria for classification and vehicle lifecycle management.

It will also promote research and development to address emerging technologies related to PMVs and support technology transfer and skills development, including automation, Artificial Intelligence (AI), robotics, and Internet of Things (IoT) integration.

REPATRIATION OF UGANDAN NATIONALS FROM SOUTH AFRICA

The Government has repatriated and reintegrated Ugandan nationals from the Republic of South Africa due to anti-migrant xenophobic protests.

The Government has successfully repatriated 1,030 Ugandan nationals, and the exercise is still ongoing.

JULY 2026 WEATHER CONDITIONS

Due to the ongoing development of El Niño conditions over the Equatorial, Central, and Eastern Pacific Ocean, the prevailing temperature outlook for July 2026 is expected to be higher than average.

This temperature rise will impact:

Agriculture and food security. Water and the environment. Health, including heat-related illnesses, waterborne diseases, and poor nutrition. Social conditions, including food insecurity, conflicts over resources such as water and pasture, and migration. The economy, through reduced household incomes, food scarcity, and higher food prices. The Government advises the public to:

Promote the efficient use of water for domestic and production purposes. Use supplementary irrigation where there is access to water resources. Use available food efficiently.

The areas expected to be most affected are Karamoja and neighbouring districts.

The Government has organized food distribution through the Office of the Prime Minister (OPM) together with the Uganda People's Defence Forces (UPDF).

The Government has earmarked UGX 50 billion from the Contingency Fund for emergency response, including food and related relief items.
